Plans have been made, under the direction of Dr. Hillary Tyson (Dayton Lummis), to have the Interplanetary Peace Conference at a neutral location. Several ambassadors are scheduled to meet at space station X-07 for the meeting. Rocky Jones (Richard Crane) and Winky (Scotty Beckett) are assigned to take the ambassadors from Earth to the space station. Verna wants to go along. Rocky invites not only Verna but young Bobby (Robert Lyden) on the trip. After dropping off the ambassadors, Rocky plans on taking the Orbit Jet to the planet Peretain to refuel and have a couple days of relaxation before returning to station X-07 to pick up the ambassadors and return them to Earth.
Meanwhile, evil empress Cleolanta (Patsy Parsons) is miffed that the conference is being held without her being invited. Cleolanta complains to her head officer, Atlasande (Harry Lauter). Cleolanta has spies on Earth. Before blastoff one of her minions, Duveen (Lane Bradford), tries to blow up the ship. The plot is thwarted, and the spy is captured. After they make sure there are no more bombs, the ambassadors are seated aboard the ship, and the Orbiter Jet blasts off.
Cleolanta is furious that the plot to blow up the ship was ruined. She then comes up with a plan to disrupt the proceedings on X-07. She sends Atlasande to the space station to kidnap the dignitaries and bring them to her on the planet Ophiucha while Rocky and his crew are off on Peretain. Things work as planned. Atlasande and his men take over the space station.
Rocky feels uneasy and that something seems strange at the space station when he gets a cryptic message from Dr. Tyson. After that he is unable to contact the station. Eventually he hears about the kidnapping. Cleolanta contacts Rocky and tells him that she has the ambassadors and will trade them for two of her men, Darganto (Dean Cromer), and Griff (Leonard Penn), being held in jail. If they are not returned, she will kill the ambassadors. Rocky has no choice but to agree to the exchange, but Cleolanta is not done conniving.
